I purchased a 1991 softail heritage clasic. had problems with electrical shorts. prior to taking to dealer the ignition sitch had three positions 1) off 2) ignition only and 3) lights and ignition. after i got the bike back from the dealer when I moved the ignition switch to the first position which used to be run only, the lights came on. and the same for the third position.
