proper starter proceedure for a Jianshe JS50QT

I recently purchased a Jianshe scooer and am having trouble starting it The battery is fully charged and all fluids topped off It seems like something is stopping the 12V from energizing the starter assembly I am not sure if the 2 kickstands have to be in a certain position but have tried several combinations with both. Lights work fine and horn Just trying to provide as many hints as possible Any help appreciated frogeye@cox.net Alan
