Looking for street-legal enduro bike, low cc, for getting around

I\´m a budget-starved college student looking for a mode of transportation. I don\´t want a car, even the cheapest ones are several thousand and guzzle so much gas. I want a motorcycle. But- I don\´t want a Harley-ish one, I\´m not going for that image. I\´m also not going for the \´crotch rocket\´ image, so Enduro bikes seem great to me for getting around town.
What would you suggest as a street-legal, street-worthy Enduro bike with a wimpy engine that generally has a low cost? I am not sure if there are Enduro bikes that can hold two people but that would be a plus, however, not a deciding factor at all. And, do they make Enduros that can go on the highway for a little ways realistically?
I am really excited to find the right bike for me, so if there is anything you know of that fits that description please let me know!
