lighting problem

I have just recently purchased a 1974 ts250. it is in great shape. The only problem I have is with the lights and turn signals. I have talked to several people to try to figure it out. With it at idle, the headlight is very dim and the signals will come on, but will not flash. At higher rpms, the light gets brighter and the signals flash. Is this normal? I have tried replacing the battery, checking the grounds, and replacing the bulbs. I am in the process of replacing the signal relay. Am I missing anything? Is there something wrong with the wiring?
