You are running too lean. Float level may be too low, water in the bottom of the bowl preventing the float falling and releasing the needle valve or most likely is blocked jets. Take them out and blow through with compressed air/lips. You can poke them through with a nylon bristle but not wire or you will scrape away the brass and make the holes bigger.
