Shaking front end when I let off the gas/2003 Heritage Springer

When I let off the gas and the weight shifhts towards the front, teh front end starts shakin\´ like hell. Could this just be from a bad tire that sat up for most of last winter or could it be the springer springs or shock? I will appreciate any help, thanks, Joe
