Exhaust valve sticking...no power above 4,000 RPM...common?

I have an \´82 Silverwing GL500 and has no power above 4,000 RPM. after much troubleshooting, compression test shows that a valve is stuck. Is this a common problem? I could do it myself but time is not something I have to spare. How much would an avg. shop charge for this job? Thank you all
